Is it legal to sell spores in US? Who can I buy from on this side of the
pond?

That question is difficult to answer nowadays. Spores of mushrooms like
Psilocybe capnoides are no problem but spores of Psilocybe cubensis may be
illegal drug 'paraphernalia'. But the difference between legal and illegal
spores can only be determined by cultivation on a specific substrate (the
latter because mushrooms only become psilocybian if they are grown on a
substrate which contains the necessary nutrients - cubensis becomes a
nonpsilocybian if there are alot of phosphates in the substrate, and common
edibles like the 'chicken of the woods' mushroom Laetipurus sulphureus may
become psilocybin-containing contraband if they switch on a set of genes and
find the right nutrients of which nobody yet knows what they are).

There is no way to detect spore 'paraphernalia' in the mail. Other than by
experimenting there is no way to know if a given batch of spores is capable
of producing psilocybin containing mushrooms.

Which means that spore exchange by mail will be possible even if they are
illegal. But vendors have a problem because some of their customers may be
narcs.

Summary: receiving spores is no problem (as long as you know a source).
Sending spores via mail is no problem either (not even if it are anthrax
spores, unfortunately). But if I were a US vendor of psilocybian spores I
would only sell them to you if I had a 1000 percent secure method to be sure
that you are not in the business of selling vendors. And such methods do not
exist either.
