No. Someone referred to PF's kit distribution as the equivalent
of selling someone all the chemicals needed to make methamphetamine,
along with instructions on how to do it. Such a "meth kit" would
contain no illegal substances but the government apparently feels
that the combination amounts to intent to produce a controlled
substance. So kits are out, there is no way to sell them
under the guise of a legal activity.

not if they never give instructions on how to use the product and simply
ship it as is

Not only the US. A year ago or so I sent a pack of dried Shiitake mushrooms
to Australia. It never arrived.
About the mushmush kit I think there is another reason to choose another
option if you live in faraway countries. If I see it right on their site the
substrate is packed in glass, not plastic. They do not state the weight but
the postage may be high.

i dunno how PF's kit is but mushmush sells new different kit and
i think mushmush don't send instruction.
