Small caps are usually the result of too much carbon dioxide and/or a lack
of light of the correct wavelength. Mushrooms generally do not react on
incandescent light. They need fluorescent.

If both the light and the carbon dioxide are correct then look at the
stalks. If they have brown vertical stripes and, are soggy and painfully
slow growing then the mushrooms are waterlogged. And probably lost.
