Funny thing, these weird mushroom laws are actually to protect the big
land owners. If I remember correct the USA wanted the UK to forbid the
magic mushroom (psilocybine). However, the big land owners protested
because the damm things just grow on their lands. To avoid
criminalizing the capitalists as being drug dealers this strange
compromize was made. The magic mushroom is only illegal when you do
something with it.

A disaster for the working class hero who picked some shrooms and then
forgot about it. The mushrooms get dry automaticaly and there you have
all of the sudden hard drugs (class a).

Not always, that's a grey area. In theory they have to have been dried
intentioanally to be classed as a preparation. If you have mushrooms that
happen to have dried naturally they aren't necessarily illegal. So if you
picked them and left them out in the sun and they happened to dry out, in
theory they are still legal. If you dry them indoors with a fan, etc, or
store them dried, or make tea then it is classed as preparation and they
become Class A.
