2 plastic tub boxes can be got form a pound store
1 aqarium heater for fish
bag of perlite
6 medium sized jars
pressure cooker
heres a link for equiptment but like i said if you use can get most around for cheep

mmm sorry to contradict but if you want to spend very little money and still get success i would just buy spores online for about $20 total(a required expense) then instead of using an expesive pressure cooker use the steam sterilization technique. All ya need is a metal strainer and a pot with water. find here little under half way down the page: http://www.a1b2c3.com/drugs/pictures/mgg03.htm#substrate
you could also use organic brown rice and use a coffee grinder to bust it up. its cheaper for small amount but if your doing something sizable i'd buy a bag of organic brown rice flour. Also gotta need perlite, vermiculite, aluninum foil, elastic bands, nail and hammer, and a terraium. You can use your terrarium for incubation if you use a aquirium heater like warchild says.
